Human Rights Commission Accepting Nominations for Youth Heroism Awards

Dear Teachers and Staff of Amherst Schools and Amherst Community Members:
                       
The Amherst Human Rights Commission has as its prime purpose to promote a community of mutual respect and to honor our diversity. We strive to promote attitudes of compassion and concern for all of our neighbors. To encourage these values, we offer the Human Rights Youth Heroism Awards, an annual celebration of Amherst-area youth.  2018 represents the 13th year of these awards!
It is the Commission’s intent to identify and celebrate local youth who have demonstrated acts of kindness, unselfishness, social courage and/or community service within their families, schools or community. Please help us by nominating a young person you have observed displaying exceptional kindness or consideration in the past year.
Groups of young people may also be nominated to share an award. We strive to recognize children and teens across the spectrum of age groups and schools, including those who do not live in Amherst but who attend any school in town. 
Nominations may be submitted through May 18, 2018, to humanrights@amherstma.gov or to the Commission c/o Deborah Radway, Amherst Town Hall, 4 Boltwood Ave., Amherst MA 01002. The Human Rights Commission will celebrate this year’s Heroes at its annual community picnic on Sunday, June 3rd from 10am-1pm at Mill River Recreation Area. We will alert nominators and award recipients prior to the event so they can make plans to attend. We hope you will join us!

Wild Goose Chase on May 20

wildgooiseWhole Children’s Wild Goose Chase is an annual 5K, kids’ carnival, and family fun races for all ages and abilities. Race events include a chip-timed 5K race and 1 mile run/walk/roll, as well as a slew of kids’ races. The carnival is hoppin’ with wagon rides, face painting, live music, games, and more.

The fourth annual Wild Goose Chase takes place on Sunday, May 20, 2018, at Look Park in Florence, MA!

Hummingbirds of the World

Amherst, MA – An opportunity to learn about hummingbirds near and far comes to the Jones Library in a presentation by local naturalist John Root.  Please join us in the Woodbury Room of the Jones Library at 7 pm on Thursday, May 10, 2018.

This presentation is a visual one that features spectacular images of hummingbirds from around the world. Topics discussed include myths and legends about hummingbirds in different cultures, special adaptations for flight, co-evolution of hummingbirds and the flowers that they visit, courtship and nesting behavior, and migration. Information about attracting hummingbirds with feeders and hummingbird gardens is also presented. Comments and questions are welcome throughout the program.

This program is sponsored in part by a grant from the Amherst Cultural Council, a local agency which is supported by the Massachusetts Cultural Council, a state agency.

JETS Engineering Team Success!

This has been an outstanding year for Amherst Regional High School’s JETS Engineering Club. The club entered nine teams (68 students, grades 9-12) into the national Test of Engineering Aptitude, Mathematics, and Science (TEAM+S) and won Best in State at both the 9th/10th grade and 11th/12th grade level.  Our top finishing 11th/12th grade team also finished 4th Nationally in our division.

Team members include seniors Alvaro Lee Borrell, John Dinsmore, Pablo Griswold Morales, Ethan Saxenian, Eric Thompson-Martin, Nathan Ji, and Declan Gray-Mullen. Our top finishing 9th/10th grade team finished 6th Nationally in our division. Team members include 10th graders Naomi Johnson, Mohan Setty-Charity, Andrew Ni, Levi Blinder, Austin Paczkowski, Benjamin Fang, Jin Chang, and Innis Gallagher.

ARHS has competed in the TEAM+S competition since 1989. TEAM+S is a national high school academic competition formally sponsored by the Junior Engineering Technical Society and recently taken over by the Technology Student Association. Nearly 1,000 teams of students compete every year in a fun and fast-paced competition that inspires creativity, teamwork, critical thinking and valuable insight into the world of engineering.  The theme of this year’s competition was “Engineering a Greener World.” It consisted of 3 components: A multiple choice exam, a design/build challenge, and an in-depth essay prepared in advance proposing how to modify a building in their community to be more environmentally friendly.

ARHS Theatre News

It’s a busy time for ARHS theater.  Here are a few upcoming events of note:

1) The ARHS and Northampton Theater programs are teaming up with composer Jenny Giering and Eggtooth Productions to take part in a national day of performances of Natural Shocks – a one-woman play by Lauren Gunderson about gun violence in America – on April 20th at Northampton High School.  Ms. Gunderson was the most-produced playwright on American stages last year and developed this piece in response to the Parkland, FL shootings.  A Facebook link to the event is here: https://www.facebook.com/events/360554527789054/
2) I’ll be speaking at the Emily Dickinson Museum on a panel about performance and interpretation of Emily Dickinson’s works on April 19, based on an immersive show I developed for them in 2013 and 2015.  A flyer is attached.
3) The ARHS Theater Company is being honored with a SAMMY award from the Jones Library!  We’ll accept the word for “exceptional contributions to the literary culture of Amherst” on April 26.  The Facebook event is here: https://www.facebook.com/events/2009863442585568/
4) Last but not least, the Theater Company is excited to present Sarah Ruhl’s Melancholy Play April 26-28 at ARHS at 7:30pm.  Directed by senior Michayla Robertson-Pine, the play has been produced, directed, designed and acted entirely by ARHS students.  Hurray!

Elementary Schools Exploring Dual Language Program

The Amherst Public Schools are exploring the possibility of starting a Spanish/English Dual Language Program in one of our elementary schools, beginning in Kindergarten in the Fall of 2019. Additionally, we are exploring adding another Building Blocks program to another elementary school.
Please come learn more about what the programs may look like and offer feedback on models that are being developed.
This session will be facilitated by our District Superintendent Dr. Michael Morris. In addition Student Services Director Dr. Brady, Principal Chamberlain and SEPAC President Nancy Stewart will be in attendance.  RSVP if possible to sepac@arps.org by 4/21.

SEPAC Transitions Workshops

Please join the SEPAC for a three part series of informational evening seminars. These
presentations will provide students, families and school staff with valuable
information for future planning and will assist in transitioning students from
school to adult life.
All presentations will begin at 6:30 pm and will be held at Amherst Regional High
School. All are welcome to attend these free information sessions.

An overview of the transition planning process for youth with disabilities ages 14-22 on

Session 2: May 2nd, 2018 Wednesday: ABCs of Adult Agencies
An opportunity to hear from and to meet with representatives of some of the adult agencies in our state, including the Department of Developmental Services (DDS), the Massachusetts Rehabilitation Commission (MRC), and others. Come find out what kinds of services and supports are available after high school and what you and your student need to do to apply for them. Held in ARHS cafeteria.
Session 3: May 9th, 2018 Wednesday: Family to Family
Families with a range of experiences and perspectives will share details of their students’
journeys into adulthood and discuss how and why they and their children made the choices that they did. There will be plenty of time to meet with panelists and ask questions. Be prepared to laugh a little and learn a lot! Held in ARHS library.

iCan Shine Bicycle Camp Accepting Applications

iCan Shine is a non-profit organization that teaches individuals with disabilities to ride a conventional two-wheel bicycle through it’s iCan Bike program.  This five-day camp, requiring riders to attend only one 75-minute session per day, is taking place August 12th – 17th, 2018 at the Cambridge War Memorial.

iCan Shine is a non-profit organization that collaborates with local individuals to host camps in their communities.  This camp is being hosted by students Nina Katz-Christy and Zaida Block in collaboration with the Cambridge Recreation Department.

iCan Shine uses adapted equipment, trained professionals and volunteers. With 75 minutes of instruction over five days, over 80% of riders learn to ride a conventional bicycle independently by the end of camp.  

To be eligible to enroll, riders must be at least eight years old, have a disability and be able to walk without an assistive device such as a walker or cane.  Riders must be able to side-step quickly to both sides.  Riders must have a minimum inseam measurement of 20 inches and weigh no more than 220 pounds.

ARHS Sene-Gambian Scholars Program to share exchange experience

The Sene-Gambian Scholars Program at Amherst Regional High School will share experiences from its recent exchange trip to Senegal and The Gambia on Tuesday, April 10, at 7 p.m. in the high school cafeteria. The program is free and open to the public.

Students and faculty who participated in the February/March exchange trip will show photos of West African schools, communities, and cultural sites; offer reflections on the experience of living with families in Dakar, the capital of Senegal, and Gunjur, a village in The Gambia; and present short research projects on topics such as education, gender roles, and environmental challenges.

Students who participated in the exchange program are seniors Dalitso Banda and Reilly Lepak; juniors James Cairn, Hattie Carolan, Zaim Elkalai, Liam Felton, Elizabeth Knapp, Rebecca Lee, Yacine Norris-Fall, Michelle Redenz, Pearl Tulay, and Henry Wilhelm; and sophomore Benna Kropf.  Faculty who accompanied the group on the exchange are Momodou Sarr, Bruce Penniman, and Aaron Kropf.

The exchange trip, the culmination of two years’ planning and fundraising, was the third in an ongoing partnership. The first two exchange trips to West Africa took place in 2013 and 2016, and students from Senegal visited Amherst Regional in 2014 and 2017. Student groups from Senegal and The Gambia are expected again in the spring of 2019.

Update on Yesterday’s Water Situation

Good Morning:

Yesterday, during the last period of the day, a pipe burst in the second floor boys bathroom, which cause some commotion.
Our custodial crew did a terrific job cleaning up the considerable amount of water in the hallway and, by the time dismissal rolled around, students were able to get to their lockers and make their buses with minimal delay.
This morning, the district’s plumber is scheduled to be at school before the day begins. Every indication is that the bathroom will be fully functional by the time students arrive.

The Green Street Brew, a local adult acapella group that includes ARHS math teacher Geoff Friedman and ARHS staff Andrea Dustin – under the direction of our very own Todd Fruth – presents the 10th Local Vocal Chord Bowl!

This event takes place at ARHS and features adult, college, and high school a capella groups. It is a joyous intergenerational celebration of making music. And it is a FUNDRAISER for music and arts programs at ARHS and at Northampton High School. In the last three years, the event has raised over $12,000 for the schools.

ARHS Staff Member Receives POW Research Grant

Congratulations to Mary Gorman, a paraeducator at ARHS, who was recently invited to speak about her upcoming nonfiction book about the Andersonville Raiders at the National Prisoner of War Museum in Andersonville, Georgia on November 10, 2018.  Mary is the recipient of the POW Research Grant funded by the Friends of Andersonville and administered by the National Park Service. This grant is intended to add to the existing knowledge of the American Prisoner of War experience. Mary spent a brief period in residence at Andersonville National Historic Site last summer. She hopes that her book will be published sometime in the next year.

Gospel Choir Concert to benefit Amherst A Better Chance (ABC)

abcCome to a Gospel Choir Concert to benefit Amherst A Better Chance (ABC) on Tuesday, April 10th at 7:30 PM at Grace Episcopal Church, Amherst.

The concert starts at 7:30 PM and features the Amherst Area Gospel Choir, the Amherst Regional High School Chorale, the Hampshire Young People’s Chorus, and the Resurrect Gospel Choir at Amherst College.

Concert-goers are also invited to a welcome reception with light refreshments from 6:30 to 7:15 p.m. in the room adjacent to the Sanctuary at Grace Church. The reception will include the opportunity to meet the Amherst A Better Chance Scholars and the Resident Directors. A Donation of $20 (or more!) from each concert-goer will be gratefully accepted, but all who wish to celebrate the ABC Program through gospel music are most welcome!

Autism Awareness Night

Current high school and post-graduate panelists will be in small groups, talking about their experience with Autism, its strengths and challenges, what helps/what doesn’t, and other interesting discussion topics, such as Autism as a disability versus difference.
We will also feature an art exhibit showcasing artists with Autism, a display of Autism Awareness posters, and a literature table.

Samuel Minot Jones Awards for Literary Achievement Honors ARHS Theater Program

sammysThe Fifth Annual Samuel Minot Jones Awards for Literary Achievement will honor the Amherst Regional High School Theater Program, led by John Bechtold and Pulitzer Prize-winning reporter and author Madeleine Blais. The gala event, the “Sammys”, will take place on Thursday, April 26, 2018, at 6:00 p.m. at the Mead Art Museum at Amherst College.

The Sammys is Amherst’s signature event honoring the community’s remarkable and vibrant literary heritage. The evening will begin in the beautiful Mead galleries with delicious, abundant hors d’oeuvres, beer and wine from local breweries/vineyards, a signature cocktail, and live music. The awards ceremony will be held next door in comfortable Stirn Auditorium, where the evening will end with coffee and a take-away chocolate confection.

2nd Annual Civics Fest this Friday

Join the League of Women Voters of Amherst for the Second Annual Civics Fest on April 6, 2018, starting at 7 p.m. in the Amherst Regional High School auditorium. Once again, State Representative Solomon Goldstein-Rose will be the Master of Ceremonies. The theme for this year is Public Education.

Teams will compete in a trivia round, an optional debate round, and a final “creative policy” round for the top teams. Register your team here!

The Daffodil Run 5K Walk/Run & 10K Run

dfrApril 29th 2018marks the 8th annual Daffodil Run in support of Big Brothers Big Sisters of Hampshire County! This family friendly community event held at Kendrick Park in downtown Amherst offers participants a 5k walk/run or 10k run option. Participants race past many of the 50,000 daffodils planted in celebration of the Town of Amherst’s 250th anniversary. Clutter Control: Downsizing Your Stuff

Why do Americans have too many possessions?  How can we begin to resolve this problem?  In this humorous presentation, Dave Downs shares original thoughts, practical tips, and easy to understand strategies that anyone can use to begin the process of change with regards to clutter control.  In his innovative, upbeat way, Downs shares useful information to motivate the audience to begin downsizing.

Principal Jackson’s Letters About the Interactive Math Program (IMP)

On Thursday, January 26,2018, the ARHS PGO sponsored an evening meeting meeting where the ARHS math teachers and administrators updated the community on our implementation of the Massachusetts State Frameworks using the Interactive Math Program (IMP). The evening doubled as an opportunity for the approximately 60 parents and guardians in attendance to provide feedback on their children’s math experience. To this, we listened and took notes.

In honor of Autism Awareness Month, SEPAC (Special Education Parent Advisory Committee)  and the Amherst-Pelham Regional Schools have teamed up to host an Autism Awareness Night.

Current high school and post-graduate panelists will be in small groups, talking about their experience with Autism, its strengths and challenges, what helps/what doesn’t, and other interesting discussion topics, such as Autism as a disability versus difference.

We will also feature an art exhibit showcasing artists with Autism, a display of Autism Awareness posters, and a literature table.

What is Sexting?

“Sexting” is the act of sending, receiving, or forwarding sexually explicit messages, photos, or images via cell phone, computer, or other digital device. These messages, photos, and images are then often being further disseminated through email and internet-based social networking websites well beyond their original intended recipients.

Sending or receiving a sexually suggestive image or text under the age of 18 is a crime and is considered child pornography and can result in criminal charges.  In a number of jurisdictions, criminal charges have already been brought to address this behavior.

Sexting” is a growing problem:

Our youth across the nation, in Massachusetts and right here in Berkshire County are engaging in these risky behaviors which can pose great danger for themselves and others.  The 2010 National Institute of Justice publication,  “Much Ado About Sexting” reports 11% of teen girls ages 13 to 16 have been involved with sending or receiving sexually explicit messages. According to a 2014, National Campaign to Prevent Teen Pregnancy report, Teenage Sexting Statistics, nearly 40% of all teenagers have posted or sent sexually suggestive messages, but sexting is more common among boys than girls.

The National Campaign to Prevent Teen and Unplanned Pregnancy and Cosmogirl.com published results of a “sex and tech” survey  links to PDF file which explored the connection between teen sex and cyberspace, examined just who they are sending these images to.  The survey polled 1280 teens and young adults between the ages of 13 and 26 about their cell phone, computer and digital device behaviors and attitudes.

  • 71% of teen girls and 67% of teen guys who have sent or posted sexually suggestive content say they have sent/posted this content to a boyfriend/girlfriend.
  • 21% of teen girls and 39% of teen boys say they have sent such content to someone they wanted to date or hook up with.
  • 15% of teens who have sent or posted nude/seminude images of themselves say they have done so to someone they only knew online.

When asked why they do it, the answers ranged from “it’s fun,” “it’s flirting,” “it’s a present for my boyfriend” to “it might help me to hook up with someone I like” or “it’s just a joke.” Although nearly 75% of those surveyed indicated that they believed that sending this type of material can have serious consequences, 25% percent suggested this behavior was “no big deal.”

Young adults, their parents and the public must understand that this behavior is “a big deal.” This behavior is serious and unsafe. It can have major consequences at home, in school, and in the community, both now and in the future. School administrators are working to educate their staff about “sexting”, and are reviewing school cell phone use policies so they can respond appropriately to the problem. Parents also need to educate themselves about the problem of “sexting”, including the potential consequences of this behavior, and the resources which can help them address the issue with their children.

Massachusetts Laws:

“Sexting” may violate the laws of the Commonwealth that were established to keep our children safe. The child pornography laws in Massachusetts are all felonies; they are quite serious, and there are no “lesser” charges (i.e. misdemeanors) that apply to this conduct. Incidents of “sexting” in Berkshire County will be taken very seriously, with law enforcement intervention if necessary.

Posing a Child in a State of Nudity or Sexual Conduct

It is illegal for anyone, with lascivious intent, to knowingly encourage, cause, coerce, solicit, or entice a person under 18 years of age – male or female – to pose or be shown in a state of nudity (or semi-nudity) for the purpose of photographing them.

Thus, in many circumstances, encouraging a person, even a friend, who is under 18 to take a photo of themselves nude, or of body parts considered sexual in nature, with their cell phone or digital camera, violates this statute.

Dissemination of Pictures of a Child in a State of Nudity or Sexual Conduct

It is illegal for anyone, with lascivious intent, to knowingly send out or disseminate pictures of a person under 18 (1) in a state of nudity (or semi-nudity) or (2) engaged in a sexual act.

Thus, for example, a sixteen year old who photographs him or herself nude, and sends it to their boyfriend or girlfriend, violates this statute. A person who receives such a picture attached to an email, for example, and who knowingly forwards it to another person, may also be in violation of this law.

Possession of Child Pornography

It is illegal for anyone to knowingly possess photographs (in any format) which depict a person under the age of 18 posed with a lewd exhibition of genitals, buttocks, breasts or engaged in an actual or simulated sexual acts.

Having lewd photographs of another person’s exposed genitals, for example, whether it be a friend or stranger, who is under 18, on your cell phone or home computer, violates this statute. Knowingly possessing it, even without sending it on to another person, is illegal.

Dissemination of Harmful Matter to a Minor

It is illegal for anyone to knowingly send to any person under the age of 18 matter considered to be “harmful. “Harmful matter” includes things that are obscene or pornographic in nature.

Thus when an 18 year old photographs his or her genitals, for example, and sends it to their 17 year old girlfriend or boyfriend, they are in violation of this statute.

Other Potential Consequences:

A conviction in criminal court for “sexting” may have other serious consequences. In addition to the potential jail sentence and/or fine imposed by a Judge, a conviction for the offenses described above may require registration with the Sex Offender Registration Board for the next 20 years. Furthermore, the court may order the forfeiture and destruction of the computer or digital devices used.

A conviction for any of the above-described offenses results in a “felony conviction,” which can trigger a restriction of school activities, such as sports, denial of college admission, and denial of student loan eligibility. A felony conviction mandates that a DNA sample be provided to the state. A felony conviction may also affect future employment opportunities, such as those offered in law enforcement and other high-security clearance positions.

Even without a criminal conviction, “sexting” may be addressed within the school, and could potentially result in suspension or expulsion. Persons who engage in “sexting” may also feel humiliation and emotional distress as a result of the ease and speed at which these images and information can be passed from person to person. It is critical that everyone understand that once a message, image, video or photo is on a cell phone or other digital device, it can be put on the internet for the whole world to access; it cannot be taken back.

Awareness and Resources:

Addressing the problem of “sexting” through awareness and education can help reduce the frequency and severity of these incidents.  To be clear, we do not want to use the criminal justice system to punish young people for making poor choices using communication technology. This behavior, however, can have devastating and long-term consequences for all involved. As a result, many jurisdictions have felt compelled to use the criminal justice system, and we will as well if appropriate and necessary.

Parents and guardians should be informed about the function and capabilities of the electronic communication devices their children are using.  Fluid conversations about personal integrity  and the acceptable uses of cell phones, computers and digital devices will help young people resist peer pressure to engage in this behavior.

Education is our greatest tool for prevention. To that end, each school year, the District Attorney’s Office provides trainings for students throughout the county, as well as several school staff trainings, on bullying, cyberbullying and computer and internet safety.

Community Choice Grant Awarded

This week, the ARPS PGO was awarded a Community Choice Grant of $1413.00 from Florence Bank.  The money will be used to support PGO initiatives within our member schools. Thank you to all who voted for us.

Congrats to the almost 60 nonprofits in our community who also received grants through this annual program. Since the  Community Choice Grants program started 16 years ago, Florence Bank has given away more than $1 million to community non-profits.
The Amherst Regional Public Schools Parent Guardian Organization (ARPS PGO) is a Registered 501(c)(3) Massachusetts Charity encompassing the individual PGOs of the Amherst Regional High and Middle Schools, Crocker Farm and Wildwood Elementary.

Annual Black Scholars Rising Showcase

The Annual Black Scholars Rising event will be held on Friday, May 18th from 6:00 to 7:30 in the Middle School Auditorium with a reception to follow in the Middle School Cafeteria.  Would you mind including that on your calendars and share it with staff & families?
This year, the BSR Committee is working closely with students and the evening will be a showcase of their skills and talents, as well as presenting stoles to the graduating seniors.

Clutter Control:  Downsizing Your Stuff

Dave Downs provides some excellent tips on getting all that clutter at home under control in this informational and entertaining program at the Jones Library in Amherst at 7:00 pm on Tuesday, April 10, 2018.

Why do Americans have too many possessions?  How can we begin to resolve this problem?  In this humorous presentation, Dave Downs shares original thoughts, practical tips, and easy to understand strategies that anyone can use to begin the process of change with regards to clutter control.  In his innovative, upbeat way, Downs shares useful information to motivate the audience to begin downsizing.

Concerto Competition

Now accepting applications for the WO’s 2018 concerto competition. Applications due April 9thand auditions on April 22nd!
Each year, the Windham Orchestra hosts a concerto competition for high school age musicians, and 2018 marks the 32nd year of this event. The competition is an opportunity for students of all instruments, including voice, to audition for a panel of judges, receive feedback on performance, and then present the work with the Windham Orchestra under the direction of Maestro Hugh Keelan.

Any and all eligible students are encouraged to apply. The application deadline is Monday, April 9th, 2018. No recorded auditions will be accepted. There is a $25 application fee payable by check or credit card.

National Honor Society Announcement

Attention Juniors/Seniors! Emails went out to your school email if you have met the eligibility requirement, with the most recent report card, to apply for membership in the National Honor Society. If you are new to NHS, you are invited to submit an application to be a 2017-18 ARHS NHS Member. The ARHS Robert Frost Chapter of this organization recognizes students who have a cumulative grade point average of 3.3 or higher and demonstrate excellence in the areas of leadership, character, and service.

The email you received contains a classroom code to join the ARHS NHS Google Classroom. If you would like to apply for membership to the NHS for this school year, all the information can be found in this classroom.

Update on Wednesday’s Student Walkout

Dear ARHS Parents and Guardians,

I’d like to provide the community with a brief update on today’s student walkout.

At 10 am, I would estimate that approximately several hundred students gathered in our west parking lot. They were joined by many faculty, staff and community members.

This segment of the walkout was solemn in tone. ARHS students took turns reading the names and a brief description of each of the 17 victims of the Marjory Stoneham Douglas High School shooting. This concluded with a moment of silence.

At this juncture, students made a decision: many returned to class while others proceeded to the Town Commons to continue the rally. For me, this was one of the day’s high points. For the students who returned to class, I assume it would have been easier to allow themselves to be swept up in the momentum that propelled the group headed into town. That they returned to class shows a level of intention that I find admirable. That their choice was respected by their peers only added to the significance of the moment.

At the Commons, there were several speakers, one of which was our state representative, Solomon Goldstein-Rose. The group then returned to campus, arriving about 11:20.

The role of the Amherst Police Department is important to note. They blocked traffic at various points between school and the Commons and generally kept watch over the ARHS group. Their presence was reassuring.

I also want to acknowledge the ARHS faculty and staff. This was a day with lots of moving parts. And, yet, they made it look like school, continuing with instruction while also providing room and support for the day’s agenda.

Lastly, in a word, I was very proud of our students. On a host of fronts. They thought through the day’s logistics; they took strong, informed stands on issues of great importance; and, they respected the right of everyone to make decisions consistent with their own beliefs.

A good day’s work.

Fort River School Building Committee Update

In the spring of 2017 Amherst Town Meeting voted to move forward with a feasibility study of the Fort River Elementary School. The goals of the study are to evaluate the site and building in order to determine what are the possibilities for improvement. The School Administration asked for, and Town Meeting approved, up to $250,000 to accomplish this task that should include a structural analysis, initial schematic designs, and implementation of a “community engagement process”. The committee work is anticipated to take approximately 12 to 18 months.

The Fort River School Building Committee is committed to communicating with the public about its progress and getting a great deal of input along the way to inform decisions. Members of the public are welcome to attend the meetings, the location of each meeting will be published in the town website . Public comment is welcomed at the beginning of the meeting or via email at fortriversbc@amherstma.gov. The public is encouraged to visit the committee’s website (www.amherstma.gov/frsbc) where documents, schedule, agendas, minutes, and other information are available. Additionally, meetings are recorded and will be broadcast by Amherst Media.

If interested in regular email updates, the public can opt-in to our list-serve by signing up on our website. A copy of these email updates and other documents will be kept on the website and in a binder at Jones Library so that anyone can access our documents and notes. Community listening and information sessions will be scheduled at key points of the process.

Snow Delay/ Cancellation Determination Process

Dear ARPS Community:

Given the high level of interest in how weather-related delay and cancellation decisions are made, I thought it would be helpful to share the process that we use.

First, I would like to acknowledge the large impact that a change in schedule imposes on families. I fully understand how a snow day, delay, or early release schedule has many unintended consequences on family and working life for those in the ARPS community.

Our transportation system involves a network of four separate bus companies who transport students aged 3-21 in three counties, eight separate school districts, in a wide range of towns where the weather and road conditions are very different.

Transportation Organization

We have a complex system of drivers/bus companies that, surprisingly, optimizes our finances and operations.  Some of our buses and vans are owned by the district and are driven by ARPS employees.  We also utilize the Five-Star Bus Company for routes in Amherst and Pelham.  Our Regional routes in Shutesbury and Leverett are covered by the Kuzmeskus Bus Company; they also manage the routes for the Shutesbury and Leverett Elementary Schools, which are autonomous districts with their own separate School Committees and a shared Superintendent, Jennifer Haggerty (who also manages the elementary schools for the towns of New Salem, Wendell, and Erving).  Finally, we utilize the Vanpool company to transport students with specialized transportation needs and we also provide transportation support for students attending multiple vocational schools across three counties in the area, which each have their own Board of Trustees and Superintendents.

Our Towns

A frequent response on either a day when a weather related delay/cancellation has occurred (or has not occurred) isthat a different call should have been made based on the weather in a specific location. I want to acknowledge these responses as fully appropriate and reasonable.  

For instance, on the snow day on March 8, all locations and roads in the Town of Amherst were cleared in time for a two-hour delay to be appropriate. However, the road conditions in several other towns were not safe for travel as per their Highway Departments. Likewise, community members from towns with higher elevations and more dirt roads have expressed concerns about the road conditions near them on days when we have not canceled or delayed the opening of school.

The reality is that on any given day, winter weather varies widely between the four towns of the Region.  The range in snowfall amounts from the highest elevations in Pelham, Leverett and Shutesbury are often quite different from those in lower elevations in Amherst.  We try to do our best to balance the different weather and road conditions across the four towns of the Region when making these decisions.  We do our best to make the best decision for all of our students with the information we have at about 5:00 AM, which usually (but not always) predicts what the conditions will be several hours later.

The Process

Our Transportation Coordinator, local DPW/Highway Departments, Shutesbury/Leverett Superintendent Haggerty, and myself are in contact about weather forecasts the day before any winter weather event.  If there is high certainty on the forecast, we have attempted to inform the community of delays/cancellations the night prior if at all possible. When it is not possible, this same group begins communicating at 4:45 in the morning about current conditions.  If we cannot receive assurances about the safety of bus travel to all four towns in our Region by the time buses are scheduled to depart to pick up our secondary school students, we assess whether a delay or cancellation is warranted.  If the reports we receive indicate that the roads will not support safe transportation by 8:30 AM (when our Regional buses depart on days when we have two-hour delays), we cancel school.  Student and bus safety is the primary factor in the decision-making process.

All decisions are made by 5:30 AM, because we know such decisions impact families in significant ways and some of our employees need to leave at that time to get to work.  We update our automated phone line with delay/cancellation information (362-1898), contact local media outlets (22News and Western Mass News), and update the ARPS website (www.arps.org) with this information.
